Torch Energy Wind & Solar Farms — 76 MW, Willcox, AZ. Land surveys within 22 sections of State of Arizona lands in Cochise County for the creation of a 76 MW renewable energy project containing both wind and solar energy. Survey services included ALTA/ACSM land title surveys, 16 miles of access corridor easements, 12 miles of existing APS easement widening, preliminary alignment staking and construction staking of Phase 1, Red Horse 2 Wind Farm.

Amazon Project Lobo Delivery and Warehouse Facility, Farmington, NM. Construction of a 41,250-square-foot facility that sits on more than 16 acres which required site utilities and infrastructure entitlements. Three areas were contained within the building — one dedicated to assembly, one to business and one to storage.

URENCO National Uranium Enrichment Facility, Eunice, NM. Principal Surveyor for the construction of the only operating commercial uranium enrichment facility in the United States. Approximately $5 billion of private capital has been invested in the site since construction began.
Cannon Air Force Base, Special Operations Forces Apron & Taxiway, Curry County, NM. Project consisted of the construction of a C-130 Aircraft Parking Apron and Taxiway consisting of approximately 125,000 SY of 16.5 inch concrete pavement. The project included aircraft tie downs, aircraft grounding points, site drainage, associated taxiway access, shoulders, pavement markings and lighting. The project also included demolition and infrastructure relocation involving a potable water system consisting of a new water supply well and water loop approximately 21,000 linear feet, a primary power duct bank 10,000 linear feet, runway lighting controls, taxiway lighting and utilities.

Interstate I-70 Westbound HOV Lanes — Idaho Springs to Empire, CO. Site work for construction of high-occupancy vehicle (HOV) lanes on westbound Interstate 70 for the contractor Graham USA. The work includes night work for ramp reconstruction, MSE walls, ITS placement, concrete barriers and pavement construction.

Navajo DOT Indian Route N-656 Bridge Replacement — Lupton, AZ. Total bridge replacement and construction of a 5-span 2-lane highway including staking abutment, piers, cut-off walls and roadway.

Debra Brewster is the Chief Executive & Financial Officer of Axiom. She brings a distinguished executive career spanning Wall Street institutional securities markets and large-scale civil infrastructure development—an uncommon combination that positions Axiom at the intersection of capital strategy and engineering-led project execution.
As CEO & CFO, Ms. Brewster directs the firm’s strategic vision, capital formation, government procurement strategy, and business development across all operating verticals. Her background in institutional finance and securities, combined with decades of direct infrastructure program experience, enables Axiom to underwrite opportunities to advance complex development sites with a discipline and rigor that distinguishes the firm from conventional real estate firms.
Ms. Brewster also brings direct national infrastructure market experience through prior civil engineering program leadership, extending Axiom’s market intelligence across the United States.

He directs all technical operations, engineering program oversight, and large-scale infrastructure project delivery for the firm. His credentials as a professional land surveyor and certified federal surveyor reflect the highest standards of technical qualification in the land and infrastructure profession. Mr. Brewster is licensed as a designated broker through the Department of Real Estate.
